Restructures the Delaware Institute for Dental Education and Research (DIDER) Board from 10 members to 12 members, with 9 voting members and 3 non-voting ex officio members from Delaware State University, University of Delaware, and the State Dental Director

Removes term limits that previously capped service at 9 years (3 reappointments), allowing members to serve consecutive 3-year terms with reappointment eligibility

Requires all new Board members to complete mandatory training on diversity in healthcare and how diversity in dentistry reduces healthcare disparities and increases access to care

Establishes a nominating committee process for electing the Chair and Vice Chair, with both positions limited to 3-year terms and no more than 3 consecutive terms

Expands the Board's purposes to include supporting dental hygiene and dental assisting education, CoDA-accredited hospital residency programs, and general and specialty programs recognized by the American Dental Association
