Public utilities must provide at least 120 days advance notice before relocating a call center outside their service territory or contracting call center work outside their service territory

Required notifications must be sent to three parties: the Public Service Commission, all current and prospective employees of the call center, and leadership of any labor unions representing those employees

The bill defines "call center" as any facility or operation that receives incoming telephone calls, emails, or other electronic communications for customer assistance or service purposes

Public utilities are exempt from the 120-day notification requirements if the call center relocation is due to a disaster as defined under Delaware emergency management law

The Public Service Commission will determine the specific manner and form for how utilities must provide the required notifications
