Requires all public works contracts for school districts and charter schools executed after December 31, 2026, to include a project labor agreement with the Delaware Building and Construction Trades Council

Exempts contracts from the project labor agreement requirement if only one bid was received for the craft under the contract

Defines "project labor agreement" as a pre-hire collective bargaining agreement covering terms and conditions of a specific project, including community workforce agreements

Mandates that project labor agreements include guarantees against strikes, lockouts, and similar actions, as well as binding procedures for resolving labor disputes before project completion

Applies project labor agreement provisions only to work done at construction sites, not to off-site work, and allows contractors to retain a percentage of their current workforce
