Amends the definition of "community-owned energy generating facility" in Delaware's public utilities code (Title 26, § 1001)

Adds a new requirement that the point of interconnection for community-owned energy generating facilities must be located within the service area of a utility regulated by the Public Service Commission

Community-owned energy generating facilities are renewable energy projects with multiple owners or customers who share the generator's output

The change clarifies jurisdictional requirements for where these shared renewable energy facilities can connect to the electrical grid
