Proposes a constitutional amendment to Article I of the Delaware Constitution establishing an individual's right to hunt, fish, and trap wildlife, including by traditional methods

Declares hunting, fishing, and trapping as the preferred means of managing and controlling wildlife in Delaware

Authorizes the General Assembly, state agencies, and local governments to prescribe laws and regulations promoting wildlife protection, conservation, replenishment, and management

Preserves existing trespass laws, property rights, water rights, commercial regulation authority, and the state's ability to suspend or revoke hunting/fishing/trapping licenses

Requires passage by two-thirds of both legislative chambers in two consecutive General Assembly sessions to amend the Delaware Constitution; this is the first leg of that process
