Excludes hospitals providing exclusively long-term acute care services from the Diamond State Hospital Cost Review Board's jurisdiction, in addition to existing exemptions for psychiatric and rehabilitative facilities.

Replaces the prospective budget review and approval process with a retrospective review system where hospitals submit prior fiscal year expenditures and revenues rather than proposed budgets for the upcoming year.

Renames "performance improvement plans" to "benchmark compliance plans" and delays implementation from 2026 to 2027, allowing hospitals exceeding the healthcare spending benchmark to submit corrective action plans.

Creates exemptions from benchmark compliance plan requirements for hospitals participating in "Meaningful Cost Containment Arrangements," including Medicare/Medicaid global budget arrangements or agreements with at least 3% of net patient revenue at risk.

Repeals the Board's authority to approve, modify, or impose hospital budgets and removes penalty provisions for exceeding approved budgets, while maintaining $500,000 civil penalties for failing to provide required information.
