Replaces the entire existing charter of the Village of Arden, a Delaware municipality founded in 1900 based on Henry George's Single Tax economic theory and Arts and Crafts movement principles.

Establishes a direct democracy structure where all residents 18 years or older who have lived in the Village for 6 consecutive months constitute the Town Assembly, which holds governing authority.

Requires regular Town Assembly meetings on the fourth Monday of January, March, June, and September, with 35 residents constituting a quorum for enacting ordinances and conducting business.

Creates a Board of Assessors (7 members plus 1 alternate), Budget Committee (5 members), and Registration Committee (5 members plus 3 ex-officio members) elected by the Town Assembly to handle land assessments, budgeting, and voter registration.

Grants the Village exclusive authority over eminent domain and condemnation within its approximately 165 acres, while allowing cooperation with state, county, and federal agencies by contract.
