Authorizes New Castle County Council to establish tenure rights for Assistant County Attorneys and other legal professionals employed by the County Attorney's office through ordinance.

Expands the scope of § 1394 from covering only Assistant County Attorneys to include "other legal professionals" appointed by the County Attorney.

Currently, Assistant County Attorneys and legal staff serve at the pleasure of the County Attorney; this bill allows County Council to provide job protections similar to those at Delaware's Department of Justice and Wilmington's legal staff.

Responds directly to New Castle County Council Resolution 26-018 requesting this authorization from the state legislature.

Aims to improve recruitment and retention of legal professionals while promoting continuity of legal services and independent legal advice.
