Creates a "majority verification procedure" allowing employee organizations to be certified as exclusive bargaining representatives without an election if over 50% of employees in a bargaining unit sign dated authorization signatures

Applies the new certification process to both public school employees (Title 14) and general public employees (Title 19)

Requires the Board to certify the employee organization without ordering an election when the petition demonstrates over 50% employee support through verified signatures

Makes technical corrections throughout both statutes, including replacing "30 percent" with "30%" and "10 percent" with "10%" formatting, and changing "and/or" to "or"

Maintains existing election-based certification processes as an alternative pathway when an employee organization has at least 30% but not over 50% support
