Extends the time minors may remain at cabarets (including dinner theaters) from 9:00 p.m. to 11:00 p.m. unless accompanied by a parent or legal guardian.

Lowers concert hall licensing requirements from 600 to 500 patron capacity and from 250 to 200 live music events per biennial licensing period.

Adds new definitions for "package store" (establishments principally selling alcohol for off-premises consumption), "special event venue" (gatherings of 250+ persons requiring entrance tickets), and "supplier" (out-of-state manufacturers or federal importers).

Requires restaurants to derive at least 60% of gross receipts from food sales to qualify under the restaurant definition for alcohol licensing purposes.

Removes the separate "retailer" definition and consolidates "importer," "distributor," and "wholesaler" into a single unified definition, while also permitting beer sales in "sixtel" containers in addition to half-barrel and quarter-barrel sizes.
