Authorizes Delaware counties and municipalities to deposit public funds in any depository bank or credit union in the state, expanding options beyond traditional banks

Requires county receivers of taxes and treasurers to deposit all public money within 3 days of receipt at the county seat

Aligns local government deposit authority with state government, which already has flexibility to choose where it deposits funds

Amends Title 9 (County Government) and Title 22 (Municipal Government) of the Delaware Code

Requires two-thirds approval from both houses of the General Assembly to pass
