Establishes a "majority verification procedure" allowing employee organizations to become certified as exclusive bargaining representatives without an election if over 50% of employees in a bargaining unit sign authorization signatures

Requires the Public Employment Relations Board to certify an employee organization immediately when more than 50% of employees provide dated authorization signatures, bypassing the traditional election process

Applies to both public school employees (Title 14) and general public employees (Title 19) seeking union representation

Maintains existing requirements that petitions for certification must include uncoerced signatures from at least 30% of employees to trigger the standard election process

Makes technical corrections throughout both titles, such as changing "30 percent" to "30%" and "and/or" to "or" to conform to legislative drafting standards
