Addresses a loophole where contractors were demolishing buildings except for one exterior wall to avoid compliance requirements as "renovations."

Removes the requirement for the Department of Safety and Homeland Security to publish a public map showing buildings with these communication systems, citing safety concerns.

Eliminates an advisory committee provision that is no longer needed, as the committee's work on developing rules and regulations has been completed.
