Proposes amending Article III of the Delaware Constitution to require a special election within 10 days when a vacancy occurs in the office of Lieutenant Governor due to failure to elect, ineligibility, death, resignation, or other reasons

Creates an exception prohibiting special elections if the vacancy occurs between July 1 of an election year and the start of the new Lieutenant Governor's term, avoiding redundant elections close to regularly scheduled ones

Requires a two-thirds majority vote in both chambers of the General Assembly to pass, as mandated by Delaware's constitutional amendment process

Serves as the "first leg" of the constitutional amendment, which must be passed again by the next General Assembly after the next general election to take effect

The person elected in a special election would serve only for the remainder of the unexpired term
