Expands the definition of "hearing aid" to include bone-anchored hearing aids, cochlear implants, receiver-in-ear devices, and other assistive technologies, removing the previous exclusion of batteries, cords, and FM systems.

Requires individual and group health insurance policies to cover one hearing aid per ear every 3 years (or sooner if medically necessary) and at least one earmold annually for covered dependents under age 26.

Mandates that hearing aid coverage for dependents under 26 be provided at no cost to the covered individual, including no deductibles or cost-sharing amounts.

Extends coverage to medically necessary hearing aid-related parts, attachments, accessories, and related services including those from pediatric hearing care specialists.

Applies the same hearing aid coverage requirements to the State Employee Health Insurance Plan under Title 29, in addition to private individual and group policies under Title 18.
