Establishes the Office of New Americans within the Department of State to support immigrant attraction, retention, and integration into Delaware's economic, cultural, and civic life

Creates a Director position appointed by the Secretary of State to lead the Office, with responsibilities including responding to inquiries, analyzing immigration trends, disseminating information about services, and advising on proposed legislation's effects on immigrants

Forms an Advisory Committee consisting of 12 members including state agency heads (Labor, Education, Health and Social Services, Housing Authority), a Human and Civil Rights Commission member, and 6 Governor-appointed members from immigrant-serving organizations, academia, healthcare, and refugee resettlement

Requires the Advisory Committee to make policy recommendations, serve as a liaison between immigrants and state government, and conduct at least 1 public hearing annually on immigrant integration

Notes legislative findings that Delaware's 115,129 foreign-born residents (11.6% of population) generated over $1.1 billion in tax revenue and $3.6 billion in spending power in 2022
