Defines "portable solar generation device" as a moveable photovoltaic device with maximum 800 watts output per meter, connecting through standard 120-volt outlets and certified by Underwriters Laboratories or equivalent testing laboratory

Exempts qualifying portable solar devices from interconnection agreements and net metering requirements unless the customer specifically intends to sell excess electricity back to the grid

Prohibits electrical distribution companies from requiring prior approval, fees, or additional equipment for portable solar device installation, except for net metering purposes (capped at $75)

Requires utilities to establish online registration systems for portable solar devices by January 15, 2027, and to inform customers about net metering options if excess generation occurs more than three times in 12 months

Directs the Delaware Sustainable Energy Utility to complete a safety study on portable solar generation devices and submit findings and recommendations to the General Assembly by January 1, 2027
