Increases the maximum funeral expense benefit for deceased volunteer firefighters, volunteer fire company ladies auxiliary members, and volunteer ambulance and rescue company members from $7,000 to $10,000

Requires at least 10 years of active service in one or more volunteer fire companies, ladies auxiliaries, or ambulance and rescue companies in Delaware to qualify for the benefit

Clarifies that eligible volunteers who were also state employees can receive both the volunteer funeral benefit and any state employee burial benefits they are entitled to under various Title 11 and Title 29 provisions

Takes effect on October 1, 2025, to allow time for implementation after the fiscal year 2026 appropriations act is enacted
