Establishes an absolute constitutional right for registered Delaware voters to vote by absentee ballot without providing an excuse or reason

Requires voters to request an absentee ballot once per election cycle (period from day after one general election through the next general election) to receive ballots for all elections in that cycle

Creates permanent absentee status for specific categories of voters, including military personnel, those in public service, citizens temporarily residing abroad, individuals who are sick or permanently physically disabled, and caregivers for ill family members

Mandates that all absentee ballots include an oath or affirmation that the voter's vote is free from improper influence, replacing the standard in-person voting oath

Requires two-thirds approval from both legislative chambers and passage by the next General Assembly after the next general election to amend the Delaware Constitution, as this is the first leg of a constitutional amendment process
