Requires motor vehicle dealers to offer buyers a contract cancellation option agreement allowing them to return a purchased vehicle without cause within at least 3 business days of delivery

Establishes tiered pricing for the cancellation option based on vehicle price: $75 for vehicles $5,000 or less, up to 5% of cash sale price for vehicles $100,000 or more

Sets maximum restocking fees dealers may charge when buyers exercise the cancellation option: ranging from $175 for vehicles under $5,000 to $1,000 for vehicles $20,000 or more

Requires returned vehicles to be in original condition with reasonable wear and tear, driven no more than 250 miles minimum mileage limit, and free of liens not created by the purchase financing

Mandates dealers retain any trade-in vehicles until the cancellation period expires and provide full refunds minus restocking fees within 3 business days of cancellation
