Transfers authority to elect the Chair of the Diamond State Port Corporation's Board of Directors from the Governor (with Senate confirmation) to the Board itself by majority vote, with the Chair serving at the Board's pleasure

Reduces the Board of Directors from 15 to 14 members, correcting a discrepancy created when the Director of the Division of Small Business was previously removed without updating the total membership count

Maintains the seven ex-officio directors (Secretary of State, Secretary of Transportation, Secretary of Finance, Controller General, Co-Chairs of the Joint Legislative Committee on Capital Improvement Program, and Secretary of Safety and Homeland Security)

Establishes a transition period allowing the current Chair to remain in position until the conclusion of the second Board meeting following the Act's enactment

Requires a two-thirds vote in both houses of the General Assembly for passage, as it amends a special act of incorporation under Article IX of the Delaware Constitution
