Requires a human safety operator to be physically present inside any autonomous vehicle that needs a Class A commercial driver license (without O restriction) when operating on Delaware highways for testing, transporting goods, or transporting passengers

Defines "autonomous vehicle" as vehicles with SAE Level 3, 4, or 5 driving automation capability, excluding vehicles with only collision avoidance or driver assistance features

Establishes fines of $1,000-$3,000 for first violations and $3,000-$7,500 for subsequent offenses within 3 years, with the registered vehicle owner presumed responsible

Mandates the Department of Transportation submit a report to the General Assembly and Governor by January 1, 2030, evaluating autonomous vehicle technology's impact on public safety and transportation employment

Requires the report to include consultation with the Department of Safety and Homeland Security, Department of Labor, and independent experts, with recommendations on whether to maintain, modify, or remove the human operator requirement
