Expands Delaware's disorderly conduct statute to include intentionally interfering with school bus operations while students are being transported, picked up, or dropped off

Defines prohibited interference as: boarding a school bus and refusing to exit when ordered by the driver or attendant, wrongfully restricting the bus's movement, or threatening the driver or passengers

Clarifies that statements about hiring an attorney, seeking legal remedies, or informing others about concerns do not constitute threats under this provision

Exempts authorized passengers, including students, from being charged with disorderly conduct under this new school bus provision

Provides an exception for parents of students with IEPs or Section 504 plans who are addressing health or safety concerns involving their student in a manner safe for other bus occupants
