Adds "first informers" (broadcast engineers and on-air employees of FCC-licensed radio or television stations engaged in broadcasting or equipment maintenance) as a new category of personnel exempt from driving restrictions during states of emergency

Formally defines "essential personnel" in the Delaware Code as those necessary to maintain core government functions and provide public utility services, health care, emergency broadcasting, and food and fuel deliveries during emergencies

Exempts first responders, first informers, and essential personnel from Level 3 Driving Bans and Level 2 Driving Restrictions activated by the Governor during emergencies

Prohibits employers from taking adverse employment actions against employees who fail to report to work during activated driving bans or restrictions, unless the employer has obtained a waiver

Requires the Secretary of the Department of Safety and Homeland Security to promulgate rules and regulations for implementing emergency driving restrictions
