Increases local share of school bonds from $90,357,205 to $115,354,405, primarily to adjust funding for William Penn High School renovations in Colonial School District (local share increases from $2,070,162 to $27,067,362)

Authorizes fund transfers and reallocations including: remaining Legislative Hall capital improvement funds to the Garage/Expansion project; Domestic Violence Coordinating Feasibility Study funds ($225,000) to Criminal Justice Council for Family Justice Centers; and $2.5 million from Scannell Readiness Center to Bethany Beach Training Site Barracks

Revises City of Dover allocations, reducing water-sewer line project funding from $2,500,000 to $1,800,000 while increasing Downtown Dover Partnership allocation from $7,500,000 to $8,200,000 for community initiatives

Authorizes Community Transportation Fund reimbursements totaling approximately $741,180 for 13 local projects including road improvements, fire company vehicles, and community facility upgrades

Removes the December 31, 2024 deadline for Sussex County Council to adopt school capacity certification requirements for residential subdivision approvals
