Repeals the provision that prevented committee members participating virtually in Joint Legislative Oversight and Sunset Committee meetings from being counted toward the quorum required to transact business

Currently, 6 committee members are required for a quorum to transact business, and virtual participants cannot count toward that threshold under existing law

Removes the exception that allowed virtual members to vote but not contribute to quorum, which will enable virtual attendees to count toward the 6-member quorum requirement

The change does not affect the existing emergency provision allowing fully virtual meetings when authorized by the President Pro Tempore of the Senate and Speaker of the House
