Creates exceptions for children with medically verifiable disorders of sex development, chromosomal abnormalities, or conditions requiring treatment to prevent imminent danger of death or major bodily impairment

Bans use of public funds, state/local government healthcare facilities, and Delaware Medicaid from covering or providing gender transition procedures for minors

Prohibits health insurance plans issued in Delaware from providing reimbursement for gender transition procedures for children

Establishes enforcement through professional discipline for healthcare providers, allows civil claims with compensatory damages and attorney's fees, and permits individuals who received procedures as minors to sue until 20 years after reaching adulthood
