Prohibits the Delaware Public Service Commission from allowing regulated utilities to use customer funds to subsidize nonregulated activities

Bars public utilities from recovering costs for lobbying activities, political contributions, or organizational dues used for lobbying at any level of government

Prevents utilities from passing on charitable giving expenses to customers, including contributions to 501(c)(3) and 501(c)(4) organizations

Restricts recovery of advertising and public relations expenses that promote the utility's brand, influence public opinion, or create goodwill, unless directly related to required or authorized programs

Allows cost recovery for advertising related to safety, service interruptions, energy conservation, renewable energy, consumer education, income-based services, and employment opportunities
