Clarifies that state agencies, including public schools, may enter into agreements to trade in or sell surplus materiel (equipment, supplies, personal property) other than vehicles when replacing it in kind, without first reporting it as excess to Government Support Services

Expands trade-in and sale authority to explicitly include computer technology (computers, computer equipment, and software), which was previously unclear under existing law

Reorganizes Title 29 Chapter 70 by moving definitions of key terms ("agency," "materiel," "computer technology," "school," "Government Support Services") from § 7002 into a dedicated definitions section at § 7001

Maintains existing procedures requiring excess materiel not being replaced to be reported to Government Support Services for potential reallocation to state agencies, volunteer emergency services, or nonprofit organizations before public auction

Makes technical and conforming changes to simplify complex sentence structures by using internal cross-references instead of repeating content
