Creates a special annual open enrollment period for Medicare supplement policyholders beginning 30 days before their birthday and lasting at least 30 days after, allowing them to switch to a policy with the same or lesser benefits without being denied coverage or discriminated against based on health status

Prohibits insurers from denying, conditioning, or discriminatorily pricing Medicare supplement policies during the birthday enrollment period, and bars preexisting condition exclusions for those switching between supplement policies

Allows individuals enrolled in Medicare Advantage plans to cancel their coverage during Medicare open enrollment periods and apply for a Medicare supplement policy, though insurers may apply individual rating and preexisting condition limitations

Requires Medicare supplement insurers to notify policyholders at least 30-60 days before their birthday enrollment period begins, informing them of their rights and any benefit modifications or premium changes

Takes effect on January 1 following enactment into law
