Creates "The Forever Chemicals Mandatory Reporting Act" requiring the Division of Public Health to maintain a user-friendly public website showing PFAS levels in all public drinking water systems in Delaware

Establishes maximum contaminant levels (MCLs) for specific PFAS chemicals: 4.0 parts per trillion for PFOA and PFOS; 10 parts per trillion for PFHxS, PFNA, and HFPO-DA (GenX); and a Hazard Index of 1 for mixtures of certain PFAS

Requires water utility companies to notify residents by U.S. mail when PFAS levels in their drinking water exceed MCLs, including a brochure explaining PFAS and exact contamination levels

Adopts stricter EPA standards automatically if the EPA establishes MCLs lower than those specified in the Act

Takes effect January 15, 2026, with the Division authorized to promulgate regulations for implementation and enforcement
