Clarifies that only law enforcement officers may petition for emergency Lethal Violence Protective Orders (LVPOs) in Justice of the Peace Court under Section 7703

Maintains that any qualified petitioner (including individuals who could file a Protection from Abuse petition) may still request non-emergency LVPOs under Section 7704

Addresses ambiguity in existing law where the definition of "petitioner" includes both law enforcement and private citizens, but Section 7703 emergency procedures only describe the law enforcement process

Aligns LVPO emergency petition requirements with Weapons Relinquishment Orders under Title 11, Section 1448C, which similarly require requests to come through law enforcement rather than directly from the public
