Expands eligibility for veteran designation on Delaware driver licenses to include all uniformed services of the United States, not just the Armed Forces and National Guard

Adds the following service branches to the list of qualifying uniformed services: United States Space Force, United States Coast Guard, United States Public Health Service Commissioned Corps, National Oceanic and Atmospheric Administration (NOAA), and reserve components of all service branches

Applicants must have been discharged or released from service under conditions other than dishonorable to qualify for the veteran designation

Adds two new acceptable forms of proof for veteran status: PHS Form 1867 (Statement of Service for U.S. Public Health Service Commissioned Officers) and NOAA Form 56-16 (Report of Transfer or Discharge)
