Prohibits Delaware public schools, including school districts and charter schools, from discriminating against students based on race, ethnicity, creed, color, religion, national origin, sex, sexual orientation, gender identity, protective hairstyle, body size, pregnancy, disability, genetic information, socioeconomic status, familial status, immigration status, or housing status

Creates a single-gender charter school exception, allowing charter schools authorized under specific provisions to restrict student admission by gender while still complying with all other non-discrimination requirements

Expands the definition of bullying to include acts targeting individuals based on their membership in any protected class under the new anti-discrimination provision or based on the target's age

Requires schools investigating bullying to determine whether the target was bullied due to membership in any protected class, including the newly added categories of ethnicity and other protections

Directs the Department of Education to update all regulations related to non-discrimination to reflect the expanded list of protected classes
