Removes the existing 1-year operational requirement for agricultural operations to qualify for protection against nuisance lawsuits under Delaware's Right to Farm laws

Expands the definition of protected agricultural operations to include transportation of agricultural products to or from markets, storage areas, or agricultural infrastructure

Prohibits agricultural operations from being deemed a nuisance as long as they comply with local, state, and federal requirements and are not conducted negligently or improperly

Requires plaintiffs to pay court costs and reasonable attorney fees to defendants if a nuisance claim against an agricultural operation is found to be frivolous

Preserves the ability of federal, state, and local agencies to enforce air quality, water quality, and other environmental standards against agricultural operations
