Creates a new criminal offense of "endangering the welfare of a vulnerable adult" under Delaware Code Title 11, Chapter 5

Applies to guardians or any person who has assumed responsibility for the care or supervision of a vulnerable adult

Offense occurs when a person intentionally, knowingly, or recklessly acts in a manner likely to injure the physical, mental, or moral welfare of a vulnerable adult, or fails to act (including failing to report a missing vulnerable adult) resulting in neglect or abuse

Defines "vulnerable adult" as a person 18 or older who due to isolation, sickness, mental illness, or physical/mental/cognitive disability is susceptible to abuse, neglect, manipulation, or exploitation

Classifies the offense as a class A misdemeanor and requires a two-thirds majority vote in both legislative chambers for passage
