Extends the payment deadline for toll violations from 31 days to 61 days after the violation notice is transmitted before the vehicle owner becomes subject to liability

Changes the administrative fee language from a fixed $25 fee to "up to" $25, allowing flexibility in the amount charged for processing toll violations

Applies to toll violations on Delaware roadways and the Delaware Memorial Bridge operated by the Delaware River & Bay Authority

Clarifies that the deadline is calculated from when the violation is "transmitted" rather than simply the date "of" the violation
