Prohibits sellers who regularly accept credit cards from imposing surcharges greater than the actual percentage processing fee charged by the credit card company on transactions of $1,500 or less

Bans any credit card surcharge entirely on transactions exceeding $1,500

Requires sellers to accept credit card payments for transactions over $1,500 if they regularly accept credit cards for other transactions

Defines "surcharge" as any additional amount imposed on a transaction specifically for using a credit card as payment

Adds new Subchapter XII to Title 6, Chapter 25 of the Delaware Code to establish these credit card transaction regulations
