Creates a special William Penn High School license plate available to owners of private passenger vehicles and motor vehicles/trailers with a gross vehicle weight rating of 26,000 pounds or less

Requires a minimum of 200 applications before the Division of Motor Vehicles will issue the plates

Charges a one-time fee of $50 (including a $15 administrative fee) in addition to standard annual registration fees

Directs funds from the fee, after administrative costs, to the William Penn Alumni Association Fund to support scholarships and community events sponsored by the high school

Allows the plate design to replace "The First State" wording with "William Penn High School" and requires final approval by the Division of Motor Vehicles
