Notes Delaware's infant mortality rate of 6.1 deaths per 1,000 live births exceeds the national average of 5.5, with Black infant mortality (11.3 per 1,000) being 3 times higher than White infant mortality (3.4 per 1,000)

Acknowledges state efforts through the Delaware Healthy Mother and Infant Consortium and Delaware Perinatal Quality Collaborative, including the OB Hemorrhage Initiative, to reduce maternal and infant mortality disparities

Affirms Delaware's commitment to providing quality, affordable, culturally respectful maternal healthcare and addressing social determinants of health contributing to racial health disparities
