Reestablishes the Port of Wilmington Expansion Task Force, originally created in 2015, to monitor ongoing efforts by the Diamond State Port Corporation and Enstructure to build a new port terminal at Edgemoor

The new terminal project has a $635 million financial plan with contributions from the state, federal government, and Enstructure, expected to create approximately 3,900 construction jobs and 3,100 permanent jobs once operational

Task Force must hold its first meeting within 15 business days and provide monthly written updates on port expansion progress to the President Pro Tempore of the Senate and Speaker of the House

Task Force membership includes 21 members: legislators from both chambers and parties, cabinet secretaries from five departments, labor union representatives from ILA and Teamsters locals, and officials from the City of Wilmington, Delaware State Chamber of Commerce, and Diamond State Port Corporation

Chair and Vice-Chair positions alternate between Senate and House appointments in odd and even-numbered years, with the General Assembly providing support staff and materials
