Designates May 22, 2025, as "Stop the Bleed Day" in Delaware to promote awareness of lifesaving bleeding-control techniques

Recognizes the Stop the Bleed campaign launched by the American College of Surgeons following the 2012 Sandy Hook Elementary School shooting to improve survival rates for trauma victims

Highlights that trauma victims can bleed to death within 3 to 5 minutes and that approximately 40% of trauma-related deaths are caused by bleeding, making it the most common cause of preventable death in trauma

Promotes the use of trauma kits containing tourniquets, wound dressings, and hemostatic agents placed in public locations similar to AEDs

Encourages all Delaware residents to participate in the initiative and learn bleeding-control measures to become immediate responders in emergencies
