Extends the deadline for the Delaware Sustainable Energy Utility (DESEU) to complete a cost-benefit study of net metering from December 31, 2024 to April 30, 2025

Requires all electric utilities in Delaware that offer net metering to solar customers to continue participating in the study

Study examines cost burdens and potential cost shifting from solar customers to non-solar customers, who typically have lower incomes

DESEU must collaborate with electric utilities, Department of Natural Resources and Environmental Control, Division of the Public Advocate, and other stakeholders

Report must be submitted to the Governor, General Assembly, Division of Research of Legislative Council, and Delaware Public Archives
