Establishes the Delaware Juvenile Justice Educational Transitions Task Force to study and recommend improvements for transitioning youth from Level IV and Level V detention facilities back into community-based schools after incarceration

Addresses the 85% rearrest rate within 18 months for youth released from Ferris School and Level IV cottages, noting that many youth are barred from both traditional schools and alternative schools due to offense types under Regulation 611

Task Force includes 18+ members: legislators from both parties, the Secretaries of Education and DSCYF, the Attorney General, a formerly incarcerated youth, a parent of an incarcerated youth, and representatives from schools and the community

Report due December 1, 2025 must examine other states' approaches, evaluate potential program modifications to existing schools, and assess the feasibility and costs of creating a separate alternative school specifically for youth released from detention

Authorizes the Department of Education and DSCYF to share otherwise confidential student information with designated Task Force volunteers for research purposes, consistent with HIPAA and FERPA requirements
