Directs the Department of Health and Social Services to submit a Medicaid State Plan Amendment to the Centers for Medicare & Medicaid Services by January 1, 2026

Increases eligibility for Medicaid Long Term Services and Supports (LTSS) from 250% to 300% of Supplemental Security Income (SSI)

Raises the monthly income limit for LTSS eligibility from $2,417.50 to $2,901 for individuals in 2025

Delaware is currently the only state with an income limit below 300% of SSI for Medicaid LTSS; all other 49 states and the District of Columbia use the 300% threshold

LTSS includes services such as case management, personal care, medical and social day care, respite care, assisted living, and mental health services
