Directs DMMA to explore creating a CHIP Health Services Initiative (HSI) to expand postpartum coverage to individuals ineligible for Medicaid or CHIP due to immigration status

Requires DMMA to submit a final report by January 1, 2026, detailing whether adopting FCEP and creating the HSI is advisable, including analysis findings and projected implementation costs

Cites the 2023 Delaware Maternal & Child Death Review Commission report showing 33% of fetal infant mortality cases involved late or no prenatal care, with access to prenatal care identified as a priority recommendation
