Aims to address Delaware's shortage of over 19,000 affordable housing units for renters earning 50% or less of Area Median Income, as identified in the 2023 DSHA Statewide Housing Needs Assessment

Targets zoning reforms that allow higher-density residential development in commercial or mixed-use zones, promote diverse housing types, and enhance sustainability and walkability

Responds to the April 2025 Affordable Housing Production Task Force Final Report, which identified local zoning reform as essential to increasing affordable housing production

Intends for successful reforms to serve as model policies that can be expanded to local governments across the state while allowing flexibility to adapt to individual jurisdictional needs
