Appropriates $388,000 to Stephen Hall as compensation for injuries sustained in a June 30, 1997 vehicle collision caused by a Department of Transportation employee's negligence on State Road 500 in Brevard County, Florida.

Covers medical expenses totaling $51,586.81 to date, including treatment for multiple facial fractures, orthopedic injuries, and ongoing complications requiring future surgery and physical therapy.

Authorizes the Chief Financial Officer to draw a warrant from Department of Transportation trust fund balances to pay the settlement amount, which represents the remaining portion of a $500,000 consent judgment (DOT previously paid $112,000).

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the $388,000 award and establishes this payment as sole compensation for all present and future claims arising from the incident.
