Demands the Federal Government cease issuing mandates beyond its constitutionally delegated powers, effective immediately.

Calls for prohibition or repeal of compulsory federal legislation that directs states to comply under threat of penalties or sanctions, or requires state legislation as a condition of receiving federal funding.

Cites the Tenth Amendment, Ninth Amendment, Article IV Section 4, and the Supreme Court case New York v. United States (1992) as constitutional bases for limiting federal authority over states.

Directs copies of the memorial be sent to the President, Congressional leadership, state legislatures, and Florida's Congressional delegation.
