Prohibits courts from entering deficiency decrees in final judgments for foreclosure actions on homestead property.

Declares any deficiency decree issued in a homestead foreclosure judgment unenforceable as against public policy.

Maintains existing law allowing courts discretion to enter deficiency decrees in non-homestead mortgage foreclosure cases and allows common-law suits for deficiency recovery.

Preserves the restriction preventing deficiency suits against original mortgagors when the mortgage is for the purchase price and the mortgagee is the foreclosure purchaser.

Effective date: July 1, 2010.
